Language is the most important factor in transmitting culture and heritage from the past and plays a decisive role in explaining and organizing the thoughts and beliefs of individuals - in the present and future of society. In this paper, it is aimed to explain the role of foreign languages in Islamic Republic of Iran national and international cultural policy makings that has been challenged the previous equations and assumptions in the era of the globalization project according to the cons and the globalism process by the pros. The research method was descriptive-survey and data collection tool was a researcher-made questionnaire consisting of 25 questions. The statistical population of the study includes the cultural, political, social and linguistic elites of the country and the results show that the social, economic, political and cultural components are the most important components in Iran’s national and international cultural policy makings confronting foreign languages. Finally, according to the threats and opportunities of the internal and external environment, a new doctrine was presented in order to improve existing scientific theories, and then the components and indexes were ranked using the voting optimization model, so the previous step was approved.

Purpose: In the current complicated supply chains, sustainability and two social and environmental perspectives have significantly caught researchers’ attention due to their significant role in cost reduction. The present study aims to propose a sustainable multi-tier supply chain model for power plant products for industrial and manufacturing factories.Methodology: To this end, a mathematical model was proposed with three objectives: maximizing the social responsibility, minimizing the emission of environmental pollutants, and reducing the costs of the supply chain. The whale and genetic metaheuristic algorithms were employed to propose and solve the model since sustainable supply chain planning was considered an NH-hard problem.Findings: In order to solve the proposed model, the experimental sample was designed in three groups including small, medium, and large in terms of the data of Atmosphere Company. The results of whale optimization and genetic algorithms were compared according to the comparative indices of quality, dispersion, uniformity, and solving time.Originality/Value: According to the results, the whale algorithm was able to provide higher quality and near-optimal solutions than genetic algorithm; in addition, by comparison, it could efficiently explore and extract possible areas of the solution in terms of quality and dispersion indices. However, a shorter amount of time was required for genetic algorithm to uniformly find solutions.

The Pareto set of optimal solutions resulting from solving multi-objective optimization problems, although on the one hand increases the flexibility in choosing an optimal solution according to the conditions of a system, but on the other hand, due to different tastes and perspectives in a The system, choosing the most desirable Pareto front answer, can be a serious challenge. In this regard, in this article, in the first step, by defining the concept of Gaussian degree of proximity and presenting a decomposition approach based on it, we produce the Pareto front, which numerical results show that this front in comparison with fronts obtained from other quality decomposition approaches. Has a higher. In the second step, due to the lack of an evaluation criterion that examines the quality of a front from different angles, we present a new evaluation criterion for comparing different fronts, which by considering both factors of mastery and proximity to the optimal answer. Examines the quality of the answers on a Pareto front. The results obtained from the simulation of the proposed steps on the existing standard test functions confirm the efficiency and effectiveness of each of the steps of the proposed problem.

Purpose: The purpose of this paper is to present fully fuzzy value efficiency model and fully fuzzy value efficiency with ratio data model and determine DMU targets by solving them. It is considerable that to find targets of decision making units (DMUs) in data envelopment analysis, usually the required exact data and information are not available. In this situation using mathematical models with fuzzy parameters and decision making variables can be useful. Also, by using value efficiency analysis, the opinions of manager can be considered in determining DMU targets.Methodology: Here, the linear programming models which all parameters and decision variables are triangular fuzzy numbers are defined as fully fuzzy linear programming. Each proposed full fuzzy model is converted to a triple objective non-fuzzy linear programming model and solved by the lexicographic method.Findings: Research project targets in a university of Iran were determined by creating and solving proposed mathematical models.Originality/Value: To present and solve fully fuzzy value efficiency model and fully fuzzy value efficiency with ratio data model and determine DMU targets are the innovations of this research. It is considerable that presenting the results as fuzzy numbers can be applied to evaluate DMUs.

Optimizing the quality of lime, while using the energy system in the lime baking oven is a great service. Since lime baking is always allowed, you can easily control it. The purpose of this study was to predict the quality of lime during the manufacturing process in a lime baking oven and adjust the parameters provided before service delivery. The system variables presented in this study include: input tonnage and parameters of each round. Improper adjustment of these parameters will result in increased fuel consumption, resulting in poor quality lime production. Accordingly, in this paper, artificial neural networks as well as fuzzy neural networks have been used as predictive tools to predict the quality of lime produced during the baking process. These parameters are feeder, idle furnace, preheater, air conditioner, furnace, time and fuel consumption and output of the produced lime quality model. Modeling in matlab software (matlab2017) was performed using 472 samples with 8 properties. Eighty percent of the samples were used for training and 20% for testing. At the end of modeling, artificial neural networks error 0.066 and fuzzy neural network error 0.054 were obtained.

Cultural intelligence is one of the capabilities available in the organization that managers can use in various situations. Cultural intelligence can be an important factor in improving the quality of services provided to clients and their satisfaction. The main purpose of this study is to explain the interactive relationships of the dimensions of cultural intelligence of managers in the municipalities of northern provinces. This study aims to review the literature on cultural intelligence, identify the basic indicators of cultural intelligence using the Delphi method, and using the fuzzy Demetel method, to provide a systematic model for modeling and the impact of components. The results of the study indicate that the dimensions of cultural intelligence are: behavioral intelligence, cognitive intelligence, religious cultural intelligence, organizational identity intelligence, motivational intelligence, social capital, behavioral intelligence. Organizational identity intelligence and behavioral intelligence are the most effective components and cognitive, motivational intelligence and social capital are the most effective components. In the end, it is suggested that in order to improve the status of cultural intelligence, while paying attention to all variables, it is necessary to pay more attention to the variable of religious cultural intelligence..

This paper deals with modeling a nurse scheduling problem considering service level in uncertain conditions. In accord with the urgent need of hospitals to provide better services to patients, it is necessary to consider nurses’ preferences in the work shift scheduling. Hence, a multi-objective model is presented by regarding the rules and regulations related to the assignment of nurses to work shifts, in which the service level to patients is also considered. Due to the uncertainty of the number of patients that refer to the hospital, this parameter is taken uncertain into account. In order to evaluate the output results, two numerical examples in small and large sizes with real data of Labbafinejad Hospital with 18-person and 90-person wards are designed and Epsilon constraint method is used to solve the small-sized problem. Computational results reveal that increasing the service level to patients is directly related to increasing the number of nurses per each shift. Moreover, because of NP-Hard nature of nurse scheduling problem, the large-sized problem (90-person ward) is solved by a Gray Wolf algorithm and on the basis of designing a new chromosome. The results obtained by this method include 35 different efficient solutions for nurse scheduling in this hospital.

In this paper the robust path centdian problem is investigated on tree networks with the same interval vertex weights for the both path center and path median problems. The used objective function in this paper is the simple sum of path median and path center problems. In the past research works the vertex weights for the both path median and path center location problems are disjoint. The used approach to compute the robust solution is the minmax regret criterion. In this method for any selected path on the tree, the maximum value of regret is minimized for all possible events of vertex weights. Using the minmax regret criterion, an algorithm with O(n^5) time complexity is presented to obtain a robust solution of the robust path centdian problem on tree networks. In this paper using the worst case scenarios for the path median and path center we obtain the worst case scenarios of robust centdian problem. Then we obtain a robust solution for this problem.

Nowadays, it is obvious that media has a dramatic role in people's lives. Among all types of media, TV can still be powerful if it tries to know its audience and uses creative management. A management that considers the interests of the media and the audience as one is effective.To achieve this goal, we should look for solutions to increase media influence by analyzing the audience and the programs together.In this article, we used innovative joint clustering of audiences based on demographic characteristics and characteristics of television programs. Solutions are provided for members of each cluster in order to increase media influence. The data was obtained from a researcher-made questionnaire and a sample of 390 related experts and people of Yazd.According to the demands of the audience during watching peaks, the managers of Yazd’s local TV channel have to review their broadcast schedule and use the solutions provided in this article on their agenda. Evaluating the quality of clustering shows its suitable structure. The proposed solutions have been validated according to the opinions of media experts and the degree of result’s compliance with the sources related to the research topic.In this article, due to a new technique called joint clustering, the audience is clustered hierarchically and simultaneously based on demographic characteristics and television programs. in addition, the solutions are provided for members in each cluster to increase media influence.

In this paper, the Wilcoxon ranked-sum test is generalized to the fuzzy environment based on a sample of fuzzy random variables. In the proposed approach, first by remembering the concept of induced fuzzy random variable from a family of distributions with fuzzy parameter, the fuzzy median of the population and the fuzzy median of a sample of fuzzy random variables are generalized to the fuzzy environment. The large sample property of a sequence of fuzzy sample mean is then investigated based on a popular fuzzy distance. Then a new method for testing fuzzy hypotheses for fuzzy median of a population is extended based on a criterion of belonging of a fuzzy set to the conventional critical region. For this purpose, the fuzzy Wilcoxon test statistic is first defined based on the fuzzy observations. Finally, at a given level of exact significance, a fuzzy test is proposed to test the fuzzy hypotheses of fuzzy median. The proposed method is finally illustrated with a practical example. The proposed approach is compared with other existing methods and the differences are examined.
