چکیده

هدف: هدف پژوهش ارائه مدلی برای تبیین کارکردهای دفتر مدیریت پروژه شهر دانش دانشگاه تهران و دانشگاه علوم پزشکی تهران و اولویت‌بندی آن‌ها بر اساس وضعیت اهمیت-عملکرد این کارکردهاست.
روش‌شناسی پژوهش: پژوهش از نظر هدف کاربردی و از نظر ابزار گردآوری اطلاعات توصیفی (غیر آزمایشی) است. پس از مرور ادبیات نظری، 28 کارکرد اصلی طرح شهر دانش برای مدیریت پروژه‌هایش شناسایی شدند. پس از روایی محتوا و پایایی، پرسش‌نامه‌ای بین مدیران، مشاوران، مجریان و کارشناسان ارشد شهر دانش توزیع شد. بعد از سنجش روایی سازه با تحلیل عاملی اکتشافی، داده‌ها با استفاده روش مدل‌سازی معادلات ساختاری، تحلیل شدند. سپس از روش بهترین-بدترین برای اولویت‌بندی ابعاد و زیر شاخص‌ها مدل استفاده شد. در ادامه عملکرد هر یک از ابعاد با نظرسنجی از خبرگان در دفتر مدیریت پروژه شهر دانش به دست آمد.  درنهایت با استفاده از ماتریس اهمیت- عملکرد کارکردهای دفتر مدیریت پروژه اولویت‌بندی شدند.
یافته‌ها: بر اساس یافته‌های پژوهش، 7 کارکرد با 28 زیرکارکرد مدل مفهومی پژوهش را تبیین می‌کنند. همچنین بر اساس یافته‌های تحلیل اهمیت-عملکرد، طراحی و مستندسازی سیستم مدیریت پروژه در قالب نمودارهای فرایندی، رویه‌ها و دستورالعمل‌ها، فرمت‌های یکنواخت و قالب‌های استاندارد، شفافیت و وضوح اطلاعات ارائه شده در برنامه‌ریزی و سازمان‌دهی پروژه، فراهم نمودن خدمات آموزشی در زمینه مفاهیم- فرایندها- روش‌ها و ابزارهای مدیریت پروژه، طراحی و توسعه و استقرار سیستم‌های اطلاعاتی مدیریت پروژه در سازمان و مشارکت در ارزیابی عملکرد مدیران پروژه‌ها و تیم‌های مدیریت پروژه در اولویت اول بهبود قرار دارند.
اصالت/ارزش افزوده علمی: در این پژوهش برای اولویت بار مدل کارکردهای دفتر مدیریت پروژه برای سطح ایجاد یک مرکز نوآوری در کشور طراحی شد و نتایج مدل شناسایی شده برای شهر دانش می‌تواند راهنمای خوبی برای مدیریت پروژه‌های بزرگ‌ترین طرح توسعه‌ای دانشگاهی کشور و الگوی مناسبی برای سایر طرح‌های توسعه‌ای دانشگاهی باشد.

Evaluating city of knowledge’s project management office functions using BWM and importance‐performance analysis

چکیده [English]

Purpose: The purpose of this study is to provide a model to explain the functions of the Project Management Office (PMO) of City Knowledge (CK) and prioritize their functions based on the importance-performance status.
Methodology: The method of this research, In terms of purpose, is functional. In terms of data collection tools, it is descriptive (non-experimental). According to comprehensive literature review regarding to PMO functions, 28 main functions of the CK are identified. Questionnaires are designed and distributed among managers, consultants, facilitators and senior experts of City of Knowledge after content validity and reliability. The data are analyzed using structural equation modeling after measuring the construct validity by exploratory factor analysis. Then the best-worst method is used to prioritize the functions and sub-functions of the model. Then, the performance of each functions is obtained by conducting a survey of experts in the PMO of City of Knowledge. Finally, the functions of the PMO are prioritized using the importance‐performance analysis.
Findings: Based on the research findings, 7 functions with 28 sub-functions explain the conceptual model of the research. Also, based on the findings of  the importance‐performance analysis , design and documentation of project management system in the form of process diagrams, procedures and instructions, uniform formats and standard formats, transparency and clarity of information provided in project planning and organization, providing training services in the field of concepts Processes-Methods and tools of project management, design and development and deployment of project management information systems in the organization, participation in evaluating the performance of project managers, and project management teams are the first priority of improvemen.
Originality/Value: In this study, a model for assessing the prioritize of functions of the PMO to create an innovation center is presented. The proposed framework could be a good guideline for universities' policymakers to proceed with development projects and be a suitable model for others to benchmark development plans.
