چکیده

هدف:  علی‌رغم پیشرفت‌های روزافزون در زمینه مدیریت پروژه، هنوز سهم بسیار بالایی از پروژه‌ها با شکست مواجه می‌شوند. زیرا رویکرد جامعی که بتوان ارزیابی کاملی از پروژه‌ها انجام داد، وجود ندارد. در این پژوهش یک روش جدید برای ارزیابی کارایی پروژه­ها معرفی شده است که با توجه به ماهیت کمی و کیفی مدل طراحی‌شده، عملکرد پروژه‌ها به‌خوبی قابل‌درک ‌باشد.
روش‌شناسی پژوهش: این تحقیق به لحاظ ماهیت از تحقیقات کاربردی بوده و روش تحقیق مورد استفاده در آن زمینه­ای موردی می­باشد. برای دست­یابی به اطلاعات بخش­های نظری از روش­های مختلفی همچون مطالعات کتابخانه­ای، مقالات و ژورنال­های مرتبط با موضوع تحقیق و برای تعیین شاخص­ها از روش مصاحبه و برگه ارزشیابی استفاده شده است. بعد از استخراج شاخص‌ها و طراحی ساختار شبکه‌ای بر اساس منظر کارت امنیازی متوازن، مدل شیکه‌ای تحلیل پوششی داده‌ها ظراحی گردید و سپس مدل حل و نتایج مورد تجزیه و تحلیل قرار گرفت.
یافته ها: با استفاده از مدل طراحی‌شده، به ارزیابی کارایی و عملکرد پروژه‌های موسسه عمران شهر شیراز از چهار منظر مالی، ذینفعان و شرکا و فرآیندهای داخلی و رشد و یادگیری پرداخته شده است و براساس نتایج به دست آمده، %33 از پروژه‌های موسسه عمران ناکارا می‌باشند و مابقی پروژه‌ها کارا هستند.
اصالت/ارزش افزوده علمی: مدل ارائه‌شده در این مقاله، تلفیقی از تحلیل‌پوششی ‌داده‌های‌ شبکه‌ای و کارت امتیاز متوازن می‌باشد و یک ارتباط سیستماتیک بین این دو روش ایجاد شده است به‌طوری که از یکی از آن‌ها به‌عنوان مکمل و پوشاننده نقاط ضعف روش دیگر باشد.

Purpose: Despite increasing advances in project management, a very large proportion of projects still fail. Because there is no comprehensive approach to fully evaluate projects. Therefore, in this research, a new method for evaluating the efficiency of projects has been introduced, which is well understood due to the quantitative and qualitative nature of the designed model.
Methodology: This research is applied in nature and the research method used in it is case study. Various methods such as library studies, searching articles and journals related to the research topic have been used to obtain information in the theoretical sections, and interviews and questionnaire have been used to determine the indicators. After extracting the indicators and designing the network structure based on the perspective of the balanced scorecard, the data envelopment analysis network model was designed and then the model was solved and finally the results were analyzed.
Findings: Using the designed model, the efficiency and performance of Shiraz Civil Institute projects is evaluated from four financial perspectives, stakeholders and partners, and internal processes, and growth and learning. And according to the results, 33% of the projects of the Civil Institute are inefficient and the rest of the projects are efficient.
Originality/Value: The model presented in this paper is a combination of network data envelopment analysis and balanced scorecard, and a systematic relationship has been established between the two methods, so that one of them complements and covers the weaknesses of the other method.
